O2 Sensor Problems

O2 Sensor Problems
A week or so ago the Check Engine light came "on" for my 2002 Volvo V70 non-turbo. Got an ODBII scanner and code P0130 was set. Doing a little looking up and this seems to be a generic Oxygen Sensor 1 circuit failure. Do I have that right? Went down to the local parts store to get a replacement and got a price of $300. Not wanting to pay that much if was not the sensor decided to checkout the wiring. Pulled the plug on the forward sensor and checked voltage on the heater side of the circuit. Got about 9.0 V. Checked the fuse which was good. Then checked voltage on that wire going out of the fuse box and also got only 9.0V. Decided that maybe the supply relay was bad pulled it and replaced and got 11.5V (engine not running).
Finally decided to run the engine with the ODBII scanner reading data. Initially looked like the O2 sensor 1 was stuck at 0.5V. Noticed that the rear O2 was reading 0. Ran for a while and sensor 2 started to move (up to 0.8V). So decided to reset all codes and try again. Started up and the forward sensor started to move. Took the car for a drive and seemed like all was well. Came back the next day that the whole thing started again.
Has anyone seen this before?
Is there a generic replacement forward O2 sensor that someone could recommend?
Sorry for the long post any help would be appreciated

Here's FCP's O2 sensors, they're not much less from where you went. But I would recommend not using generic O2 sensors, that's just asking for more trouble.
