Default OBD emissions flag and other issues

Hi all.

I have recently turned 16 and was given a 1998 Volvo V70 AWD by my father. It is an AWESOME car to say the least. Very responsive and I love the stiffer sport suspension. However there are a few problems with it that I was hoping you could clear up. I just took it in for its inspection and it passed. However in one of the fields it reads OBD TEST: ADVISE. It then explains at the bottom of the result sheet that the car's OBD computer has detected a defeciency in the emissions system and that the car should be brought to a mechanic for inspection. This worries me a little since the car does put out a lot of steam from the exhaust pipe, especially when idling. Could this be a problem or do all V70's from this era "steam" a lot? Is this normal or is this the fault in the OBD sensor? Another issue is that when the lights are on in the car and the car is running, they flicker a little bit, not a lot but its noticable. My dad says its been doing this for years. Is this normal or is it and alternator issue? A fuse issue? I am starting to make a list of small issues with the car that I just want to make sure are normal for a car with 144080 miles on it. Any suggestions or opinions are appreciated. Thanks in advance!

If your Check engine light isn't on don't worry about it.

If you are talking about the Dome lights I have noticed that is about normal.
