Default trouble with evap valve and rear seat on 99 V70

Hi, I was wondering if someone could help me locate my evap valve on my 99 volvo V70. Also, the rear passenger seat will not fold down anymore, any suggestions. Thank you.

Default evap valve+seat

Hello, The evap valve in my '02 is on the radiator's fan motor support just left (driver's side US) of center. About 12" to the left, connected by a tube, you'll see the absorbtion canister. Remember that's on my '02. Posters have claimed to clean them with WD-40. Perhaps a '99's is the same. You gotta assume your seat back's release linkage is jammed or broken. Are both not functioning? Thank you for the location on the evap valve. In regards to the back seat...the drivers side if fully finctional, it is the passenger side that will not go down. I have tried to take the cover off but it is very difficult to see what the problem is with it in the locked position. I have also looked at the drivers side when it is unlocked but still have no idea what is going on. I really don't want to have to take this to the dealer.
