Default V70 2002 2.4T

It's been -16C here in Ontario for several days and I don't think "Britannia 2" likes it at all? When one turns the steering wheel(especially turning left) there's a loudish noise( not metalic or clanking or high pitched, just a sort of whirring/humming sound)that can be heard front/corner/drivers side? Even stationary when turning steering wheel there's the same noise? Anyone out there experiencing anything similar?

Fluid was just on the line( acceptable), however; on closer examination it was "milky"? I'm have the system flushed today and we'll see what happens? Thanks Tech!!!!!
