Default Brake pedal fade and high pressure at start-Normal?

Borrowed the Mrs. 2017 XC60 T6 10k miles, and could not start because the brake pedal was unable to be pressed far enough to activate the starter. With a lot of pressure, and a good 5 seconds, the pedal will fall far enough to trigger the start sensor. Driving wise, aside from a slight shudder braking at low speed stops while turning, everything feels fine. But then at stoplights, moderate pressure will allow the pedal to go to the floor. I told her to take it to the dealer immediately... they reported back that it is operating "normal." Is this truly normal for this car? Thanks, in advance.

One more strange behavior: the pedal pushes back an inch or so when shifting from drive to park. Sound like a bad check valve?
