My OBD device only connects (via Blue tooth) to the car scanner app when the egine is running.
Is that normal?

This stupid forum doesn't allow you to answer a yes or no question with the words "yes" or "no", so I have to type something more here.

 

normally your OBD2 port gets powered with the key in position 2 but the engine doesn't need to be running (ie dash lights on, engine off). If you are not seeing power then you may want to check the fuse that powers the port.
