Climate Control Fuse

Default Climate Control Fuse

I have a 98 V70 XC. I was driving down the road and the a/c stopped blowing cold air. Upon inspecting the car I noticed that the Climate control/diagnosis fuse was blown. I replaced the fuse and it blows immediately. I am not sure what would be sending the extra power to blow the fuse. The blower is working fine and the compressor seems to be working fine as well. I am lost here as to what would be causing the fuse to blow.

If you unplug the A/C comp. does the fuse still blow?

The fuse did not blow when I disconnected the a/c comp. Could this be b/c there is no refrigerant in the system or b/c the comp is dead?

The compressor clutch is shorting out causing the fuse to blow. That is what it sounds like is happening.
