Default 2007 XC90 Headlight Issue

Hello and thank you in advance for any help you can give me!

The driver's side low and high beam seem to have gone out at the same time. Now the high beam on the passenger side also doesn't work, but when I activate the high beams the passenger side low beam gets brighter and elevates like a high beam. Not sure what's going on here. I'm making the assumption that the outside positioned bulbs are the lows and the inside positioned bulbs are the highs. I don't want to just buy all new bulbs when there may be some other issue. Also, I have a two buttons located side by side on the dash next to the gas cap lid switch that control the fog lights. One switch turns on the ground level fog lights and one doesn't seem to do anything at all. The button itself has a little light that comes on to indicate that I've activated it as well as a light on the control panel that comes on, but no lights seem to come on anywhere on the front of the car. Any suggestions would be greatly appreciated!

Hard to guess everything, here it goes. My system (05 2.5t) has HID. so my HID is Xenon bulbs. I got lucky I had started working 5am, so my morning trip was just on 1 low beam light bulb initially. I had pulled out my light units, and reconnected them. Mysteriously the HID unit started working Potentially all I needed to buy was the ballast. I was able to find a ballast really inexpensive on either eBay or amazon, and its still working wonderfully. I did unplug both connectors, and hoped that would fix it. while messing with the HID light bulb, I did spend a lot of $$ for a new bulb. Since then I do try to make sure I park my car in day light position, so it uses the cheaper bulbs for day to day. Come to think of it, i might had exchanged the low beam bulbs as well.
