Default A/C Drain -can't find

I recently had the filter changed on the car and it appears the plastic cover was damaged and it is now leaking. I looked for the drain to make sure it wasn't plugged, but I am not sure I found it. The plastic cover for the filter has what appears to be a hose connection for a drain, but it doesn't do anything. A lot of water comes out from the plastic cover. There is a 1/2" or 5/8" hose to the right of this that is not blocked, but it sits higher than the filter cover --- Is this the a/c drain?

Does anyone know if this is to be expected and exactly where the drain is?

The drain should be under the drivers side. Remove the lower dash panel. Then there should be a hose that goes from the white case into the firewall. That should be the drain.
