head lamp cover

My head lamp/light cover is scratched and has fogey almost mold looking stuff on/inside of it. Question, how hard is it to remove and will a product like the 3M lens renewal kit work well for this job.

The lens cannot be purchased separately. The restoration kit might work, I've never used it though so I can't offer much there.
