Has anyone ever heard of an eval system for a 1999 xc cross country wagon?

Could you mean evap sytem? There is an evaporative coil that is part of the AC/Heater.

 

It is possibly evap. It is my sister's car and she is the one who said the mechanic told her eval. She just bought the car and has had to replace the radiator and now this. This is the first Volvo she has had and she loves the car when there isn't a problem.
