Default 1998 V70 GLT will not start after topside rebuild

STUMPED and would appreciate some good ideas. Bought a 1998 V70 with an assumed blown head gasket...it was running then but barely...couldnt give it gas or it would putter out. Took topside off, complete valve job including all new intake valves, water pump, rotor, distributor cap, plugs, and resealed everything. The first time I started it the car took a second to start but finally turned over...but still puttered out when gave it gas. Soon it wouldn't start at all. A freind of mine said to check the timing. I did that several times, even bought the cam alignment tool and made sure the cams were in line with TDC on the number one cylinder. Now it will crack and try to turn over but seems like its starving for fuel. Have spark all the way through wires and fuel in the rail. What should I be checking for next? Senors? ECM? Little lost here and have lots of time on this... Any help from you Volvo super heroe would be great...thanx.

What is the fuel pressure at the rail? Test it.
Why did the previous owners think it was the head gasket? Perhaps that wasn't the problem.
