1999 v70xc - access to fuel pressure regulator

Default 1999 v70xc - access to fuel pressure regulator

Greetings! I have a 1999 v70xc with the B5254T engine. VIDA shows the fuel pressure regulator to be at the back of and on top of the fuel tank, close to the fuel filter. The car is reading low fuel pressure at the rail, even after replacement of the fuel pump, causing a situation where the car will start, run for as much a 10 seconds or so, and then rpms will drop and the car will stall.

In the process of replacing the fuel pump and fuel filter, I noticed two round access ports under the floorboards on the passenger side of the vehicle.

Will either of these get me to the fuel pressure regulator, or will I be cutting my own, like I did to get to the fuel pump.
