What I'd do:
1) Leave your son's pair (I assume) of fobs be. The fates will have him lose one the day after you take his spare.
It's ALWAYS a good idea to limit one car's problems to one car.

2) Replacement fobs aren't that expensive.
The more advanced locksmiths might have fobs and programming available for a 1999 for less cost than a dealership.
Depending on where you live, it may be necessary to drive to where the population is denser. That's where you'll find a locksmith with running experience.
You don't want a local key cutter for this.

3) Since you have no fob you may be required to go to a dealership as they'll be the ones who can get into Volvo's master fob code list.
Frankly, because you have no fob, I believe this is the way you'll have to go. Also, I'd bet money on a P2's fob (your son's) being quite different that that of your '99.

4) For all the posts I've read about fobs, buying replacements on eBay, transferring the guts from one to another etc., I recall none which ended happily.

5) A used car dealer told me about "Dr, Keyfob" (or some such). It's a nationally known chain used by car lots.

Time to work the phones.

I agree with leaving the son's transmitters alone. If you took one and his goes bad ...

The OP is in Great Britton so the info might be a bit different for sources.
I know if you're getting a replacement transmitter here (U.S.) you need to get the FCC number off the back of the transmitter to match to your new or used transmitter. I did that and bought one off Amazon or Ebay, it's been a while and I was able to program it myself to the '95 850 of mine.
Yours isn't something you can do yourself. You can buy a new one online, Volvo dealer or used . The programming itself requires a software download to unlock the VGLA, so dealer-only or independent garage with VIDA access or an AutoLogic.
