Default No crank no start 2001 v70

I got the car about a month ago I have been through multiple post trying to figure out what the problem is with this car. To make things worse I am in Alaska with no dealer in sight. I am pulling CEM 6c-46 antenna light ring internal fault. I already replaced the antenna ring with a used one however condition still exists. I am starting to suspect it is the key transponder. I have only one key and a fob that doesn't work. There is no voltage to the solenoid wire when cranking. Even jumping the starter motor will not get the car to fire even with ether. I have confirmed I have spark and the fuel rail has 45 pounds. However the injectors are not spraying. This leads me to believe the ECU or PCM is preventing it from starting. I recently replaced the main fuse box because water had damage the board. I am at a loss of what to try next any help would be greatly appreciated to steer me in the correct direction to solve this.problem. my fear is the key they need to be programmed by the dealer. Can someone shed some light on this topic?

Which fuse box did you replace? The CEM under the driver's side of the dash?

no, the main box under the hood. I have checked all for visable damage.

Can someone shed some light on this topic? Second key did not correct the problem. No power coming from #50 on the relay when in position III. PNP shows all correct gear indicators lighting. Please give this lost wanderer​ a compass😑
