Default Jewbie Here 1998 v70 xc Turbo Help Love my car and its stranded

Help have to fix this I am in a small town with no cash
1998 Volvo v70 xc turbo 2.4 will not start..
primary fuel pump appeared dead..
changed fuel filter.. pump now runs fine pressure at rail.. bleeder valve at rail has only a wee bit pressure?
car will not start


Cars Symptoms before changing the filter...
no acceleration did not want to start
wanted to stall out black smoke no power


notes: a lot of the vaccum lines are pretty bad
New battery with rechecked cables
car seems flooded out
checked all under hood fuses (both boxes)

Temp Senor ?
MAF?
Vaccum line?

Sounds like a fuel pump.

thank you it's the primary pump I bbelieve Do you think the car will run if I fill the gas tank up all the way? The main pump runs

Theres only one fuel pump.
