Blow off Valve
Is there a way to install a bov with out welding, like useing cupplers and a adapter with flange
like this:

would that setup work on the upper intercooler pipeing?

You can make this work. You just cannot attach it to your upper IC pipe with what is included in that kit. To use this kit in the link you provided you have to do what I told you to do.
1. Cut the intercooler hose on the top of the intercooler. It is rubber. Cut it in half.
2. Insert the T-adapter. And clamp each side down. Tight
3. Attach the BOV to the T-adapter.
4. Run a vaccum line to the BOV and your set.

That BOV in the link is something generic. Thusly I don't know what flange would work with it, to attach it to the Upper IC pipe. And speaking of generic, it is really cheap and probably crap. I have a BOV I am trying to sell and a pipe but if your not a 1999-2000 70 series the pipe wont fit, but the BOV can be taken off and you can buy a flange for it for the IC pipe. I am selling them together not sperately.

You could always drill a hole on the IC pipe and JBweld the BOV to it. It'll hold, but won't impress your likely equally undereducated friends. It'll be functional though, which should be all that matters. Then again, if function were all that mattered, you'd keep the stock CBV and not worry so much about having your car shout to people that the "turbo" badge on it is fo realz.
