Default 1985 volvo 240-high revving, not sure what to check next

So, the long and short. My 1985 Volvo 240 is acting up randomly. Both hot and cold it will randomly rev to around 2500 rpms and sit there for a bit. It does self adjust. After revving high if the car is shut off it will not start again right away. I have replaced the iacv and took apart and cleaned the throttle body. after cleaning the throttle body it was fine for 2 days. This morning upon starting it jumped immediately to 2500 rpms and then would not start again. My next thought is the throttle position sensor. Any advice, I love the car and want to get him back up to snuff.
