1991 240 Tail Light Problems

I recently bought a 1991 240 wagon, the previous owner did inform me on some issues he was having with the tail lights, and I haven't been able to figure out what's causing the problem. I have scoured wiring diagrams and nothing is really jumping out to me so I am posting here in hopes that another 240 owner can help me.
So the problems I'm facing are whenever I press on the brakes, the driver side brake light will simply not turn on if I have no lights on, or will cut power to the brake light if I have my headlights on, same is true for my license plate lights. Then when I have my headlights on and turn my right turn signal on, my tail lights will flash as if they're blinkers but just on the off beat so to speak. I've replaced lights and cleaned contacts on the tail lights.
Any help would be greatly appreciated!

The tag lights (on a wagon) have problems with the wire harness that goes thru the tailgate hinge. (wires break when bent 90 degree's many times)
Start by making sure (with your $8 test light) that you are getting a 12v signal to each function.
