Default 1995 940 Volvo won't start and I put a new distributor cap, rotor button and coil on

Cranks but won't start

maybe check your fuel pump and relay? i have a 740 and my relay and pump were bad. You can probably hear it when you're starting your car if it is working.

a 1995 940 has a different relay configuration than prior years.... instead of the large white double-relay used on all previous 240/740/940, it has a simple relay in a different position just for the fuel pump, and the rest of the fuel injection system, including the ECU, is powered via the 'radio suppression' relay under the hood.

the sequence is, the RR relay turns on with the ignition, and powers the ECU, then when the engine is cranking, the ECU tells the fuel pump relay to power the fuel pumps.
