Much appreciated if someone could help me pinpoint the most likely cause of this. High beams are on when pulling back on indicator switch only and no low beams at all. Inside of step relay looks okay and it is making its clicking noise, but could this still be the problem? Under dash headlight relay? Bulb failure warning sensor? Thanks!

 

86+ has a headlamp relay under the dash (2 different places depending on the year) and is known to develop melted connections. This guy has info on locations and the part (and a bunch of other stuff too)
