Default 240 parking brake problems

I have 1992 240 and i can't get parking brake to hold car!! I have replaced shoes(although they didn't need replacement), both cables appear to move freely(I adjusted cables to max), I can get wheels to drag on stand but they will not hold car on ground... I bought the car 12 months ago and parking brake has never worked. Is it possible that previous owner installed shoes incorrectly?? I need to find pictures of mechanism with and without shoes in place-I have found pictures but they do not show mechanism without shoes in place..Please help, need inspection sticker!! Thanks

I am also having this same problem. I replaced both rear rotors, rear calipers, pads and the parking shoes. I have the cable adjusted so that when you pull up about 2 or 3 clicks boths sides have a slight drag. If I pull up even more it makes it impossible to turn the wheel by hand but once back down on the ground it will not hold the car. The parking brake worked before I did all this but just barely. When I took the passenger rotor off one of the shoes came unbonded from the shoe base. Just FYI but I installed Brembo rotors and raybestos shoes. I am very sure that I have the parking brake shoes installed correctly as I only took one side off at a time. Please help because this situation makes me not sleep.
