Default 245 tailights, a detail

I've been working on a friend's 93 245 wagon, specifically the taillights.
I have a too-basic-to-ask question....but I can't find an owners manual on-line.
What is the function of the top red lamps?
Nothing seems to illuminate them but the filiments are good.
They are separate wires from the bottom so they are not likely to be double stop lamps.
Everything seems to be covered so..... what am overlooking?

on the drivers side, there's a 'rear fog lamp' controlled by the separate rocker switch near the headlight switch. the passenger side isn't connected.

Thanks, I never would have figured THAT one out. Hard to believe they installed and wired up the passenger side lamp without it going anywhere, but.....

on my 240 sedan, and my 740 wagon, the right side wasn't wired. the socket was in the light fixture, but it had no bulb holder, and wasn't connected anywhere... ditto on my Mercedes from the same era.

Makes no sense to have both left and right side fog lights. Activated they would look like brake lights thus confusing the driver behind, hence there is always just one.

I use my fog light a lot where I am. I did notice that both sides had accommodations but just driver side is bulbed. Makes total sense lev as why only one.
