I have a 1985 245 with the ignition switch and wheel locked up with a broken key.

 

a locksmith or someone skilled in such things could perhaps remove the broken piece of the key with his picking tools.... otherwise, the lock core will need to be drilled out (not easy), then replaced with a new lock. I believe you can still order Volvo locks by your VIN from a dealer, so the new lock would use the same keys as your other locks, I've owned cars that needed different keys and its a pain.
