Default 88 240 surging to 17 volts off alternator...replaced regulator

Hello, I am trying to solve an electrical issue in my 88 240. It has been having electrical surges while driving, growing more and more frequent. I tested the voltage, and the surges are reaching as high as 17 volts. I replaced the voltage regulator, which changed nothing. I ordered a new alternator, and will replace it when it comes in, but I'm worried that wont fix the problem, since I don't understand what would cause the alternator to surge, if the regulator was good. Any ideas?

Honestly, with today's replacement parts seemingly all produced in Communist China, it would be no surprise if the new regulator was d.o.a.

Yeah I suppose that's possible, although the one I replaced it with was NOS Volvo OEM
