Actually trying to grind/sand fender edge above cover left- if entire cover must come off so be it. Found the lower poly rivets- unclear on side attachments and upper edge where cover grabs bumper with 1/2" reverse hooks - does it roll up after the lower is unattached?

I am not sure if there is an easier way, but I unbolted the entire bumper from the shock absorbing mounts (3-4 bolts each) and removed the entire assembly. I was able to get at them from below and above by removing the center grille piece.
