The washer fluid reservoir is full but no fluid pumps out. Is the only possibility the pump, or could it also be the filter, nozzles, ??? The pump looks corroded. Is it possible it is just dirty and can be cleaned and reusable? What is the smartest procedure to go about diagnosing the problem?

Use a staple to clean out the nozzles. Next, clean contacts on washer pump. Try running. If no go, check for voltage to pump leads.

 

Washer pumps often getted gunked up because of infrequent use and hard water. You can take the pump apart and clean the gears. Or just replace the pump. Best to use windshield washer fluid and use the pump at least once a month.
