Default 940 compressor question

AC quit a long time ago so I left the belt off. Now I have recently tried turning the compressor pulley by hand and find it very difficult to turn. I was wondering if this is normal? Im about to try to revive the ac system.
Does anyone know if its normal for the ac pulley to be so tight that its difficult to turn by hand or do you think this compressor is shot and may be the reason the ac quit working in the first place?

Thanks,
Tom

sounds bad to me. the pulley should turn freely without spinning the compressor when the clutch is disengaged. it probably takes a couple horsepower to spin the compressor when the clutch is engaged.
