Typically, the system will loose some refrigerant right through the compressor shaft seals. That' because it's not run during the winter and the seals run dry. Of course, there's lots of other places that the system can (and will) leak too.
Are you intending to check the system yourself? You will need a set of gauges as a minimum. If you're going to do that, then I can walk you through some tests and checks. Let me know. We're here to help!

Thanks guys for the insight. I would like to tackle this myself but my knowledge on AC work is basically none. Is this something that I can do myself or is it just easier to hand it over to someone else? I just don't want to get screwed by a mechanic, because I moved and my normal mechanic who i've alwas trusted is far away now, thus wanting to do things myself.
I do believe that compressor does come on, but no cold air comes out.

If the compressor comes on then most likely you are low on freon.
You can tackle it yourself.

Brought the car to an AC shop. The guy couldn't work on it and said that he needes two ports to attach gauges to. Called a dealer and they are charging over $200 just to recharge the AC and that is not a guarantee fix. Looks like the windows down again for me this year.

It should be like $80.00 to get it filled up.
Where the A/C lines go itno the car look for a sensor. Unplug it and jump the 2 wires together. If the compressor comes on the system is low on freon.
Check around the A/C shop you went doesn't know much if they couldn't fill the system.
Yes just filling the system isn't a fix. If it is empty it is because something is leaking.
If you can't find someone then check out the link I posted about to fill it your self.
