Default Big Blue No Start

So I am still trying to find the root of my stumbling/stuttering problem while accelerating and after stripping out the 3rd row seat to access the in tank pump, I had left the car idling while I was listening for the pump. Of course while parked in front of my house, the car just kinda stumbles and dies. I tried to crank her back up and she reluctantly came back to life for about 8 seconds before dieing again.

The strange thing is that when the key is in the III position to start the car, it doesn't crank. The electronics turn on in the car but it doesn't even attempt to crank. I checked the blade fuse on the ds front fender, looked fine but replaced it anyways. Tried jumping the car, no luck.

Any ideas where to go from here? My new multimeter just arrived and I'm still trying to figure out how it works but i don't even know where to start. Bentley Manual has me thinking I need to test the starter but why would that cause my car to stop running?

Oh, i guess it may help to know its a 1986 240 DL wagon

Thanks in advance!

Update, tested the battery(fairly new anyways), its fine. Thought about the neutral safety switch....moved the shifter around, tried to start it in park/neutral...no luck. I just found how to test the coil and ICU but Im done for the day. I have Friday off so i will dive in again come that time.

Sounds like the starter or the ignition switch to me.
