Default camshaft locked up...is the cylinder head fixable?

Ok so I picked up a 1990 240DL (180k miles) that died on the po on the interstate.

Upon inspection the cam journal surfaces are all chewed up and the cam would not turn over.

Since they dont have cam bearings is there a fix for this or will the head have to be replaced?

The cam looks good on all journals but one. It looks like it would clean up.

What would be the cause of a problem like this other than possibly a loss of oil pressure?
