Default Car wont go over 15mph until warmed up

Recently my 240 started having this problem. It goes away after about 5 minutes. When initially started no matter how much gas you give the car it won't go over 15-20 mph. The engine doesn't rev when you push the gas pedal, and you can smell gas. Both the problem and the smell go away and the car runs fine after it's warmed up. Any ideas where to start looking?

You may have a problem with the idle control valve. Tap it with something and see if that changes things.
