Default E-brake expander stuck open

I'm working on a 91 740 that seems to have not had an emergency brake service since the factory. It looks like at some point the brake seized up in the open position and has not been addressed since then. I replaced the rotors and calipers, but the expanders themselves are rusted open. I got a little movement out of one, but it's tough to get leverage on them.

I assume the expanders are supposed to move freely, if so I need to remove them from the hub. Is this a difficult job? My plan was to replace them entirely, but this is the only 740 part I can find and it's listed only for cars up to 1990. It looks right, but I'd have to take off the old parts to know for sure.

Any input is appreciated. Thanks

Depends on how rusty everything is. Start taking it apart, use PB Blaster or similar to loosen rusty bolts. As far as parts, used is your bet bet, plenty of choices out there.

Ist picture is from the 91 parts catalog, 2nd from the 90 parts catalog - looks like there is a Vin number break. Earlier cars take the one you found and later cars use a 1387253 depending on the VIN number.

Thanks, nobody seems to stock it but the volvo parts store has one that refers to the '91 part as a supersession. I'll email and see what they say, because have a feeling that the original one is too far gone to work with.
