Default Fuel pump relay issue

Hey everyone! Need some help, so bear with me. I have a 82' 240 wagon. New ignition coil, fuel pumps and relay. All fuses are good. Getting power to and from everywhere I'm supposed to be. Tested 2 relays, and they both test good. Backstabed the harness of the relay and I am getting power where I should and is grounded. Jumped fuel pump wires and fuel pumps function with proper voltage. Have correct voltage at the ignition switch. I have checked a bunch of other little thing that I haven't mentioned like power and signal to the distributor, over-boost switch, charge air pressure switch... So here's the problem. The fuel pump relay won't close to turn the pumps on when ignition is turned on. Looking for any ideas that anyone might have. Not sure if simple ones will do it, but anything that I haven't mentioned I would be willing to try.

when you pop out the FPR, you should see four spades - two small (for the signal) and two large (for the power to the pump). Do you get voltage for both the signal and power (when trying to start the car)? Do the other terminals show zero and do they show a solid ground/return?

I appreciate the suggestion, but the relay is a six pin. Pin 30 is the power input and pin 87 is for the the pumps. When I try to start it, the relay doesn't close on pin 87 or 87b (CPR and auxiliary control valve). In other words, it doesn't get power going through the relay. All grounds check out fine though and this has been tested on 2 verified good relays.

oh the 6 pin makes sense if your model/year has two fuel pumps. (Not sure about the 82s, newer ones have two...) So if you're not getting any signal to the relay, I'd suspect either a fuse, wiring or the ignition switch etc (need to look at a wiring diagram to see how the relay knows the engine is running (ie signal from crank sensor?). Here's a thread that may give you some ideas

Thanks for the thread, but the 82' isn't fuel injected. We did find something on Saturday. Obvious issue, but didn't solve the problem. Frayed wire out of the ICU going to the relay (pin 15). Put a band-aid on it for testing, and still no-go. Did further testing on the relay and I'm only getting 54 ohms on the coil. Not sure if that's enough. I know with 4 and 5 pin relays, 75-80 ohms is a good test.
