carburetor ? what year/model car is this, with what engine ? we're not mind readers. Volvo hasn't used carbs in the US market since way way long ago, like mid 1970s, but you could well be overseas, although you gave us no clues on that, either...

is that a 1988 240? 740? B230F (US market EFI engine) or B230FT (same w/ turbo) ?
the proper term for the part on a fuel injected car is 'throttle body'. the fuel injectors are a different part, 4 separate injectors that are plugged into the intake manifolds right near the head.
did you remove the throttle body from the car before spraying this stuff into it? did you reconnect all the vacuum hoses properly, along with the idle switch?
now, when you say the car won't turn over, do you mean its not even cranking when you hit the starter switch? or its cranking but not firing?

ok so the starter is turning over, but the engine isn't catching.
this could be lack of fuel, or lack of spark. after trying to start it, pull a couple spark plugs, inspect the electrodes. are they damp with fuel? then its likely a lack of spark. if they are dry, odds are no fuel is getting into the cylinders.
I will often use a timing light to see if there are spark pulses while cranking over. then based on that information I'd proceed with additional tests depending.

Pierce you are a life save for helping.
i thought it might be the plugs so i checked and they are dry so my original understanding of it being flooded was incorrect. i took the air intake off so its just the throttle body and it still wont start but i do not smell any gas. i am presuming this means i lost it some where along the gas line?

the LH system uses a mass air meter thats between the airbox and the throttle body to meter how much air the engine is sucking in, so it knows how much fuel to inject.
neither the fuel injection OR the spark will fire if there's no timing pulses coming from the hall sensor in the distributor.
the fuel pump relay, which on a 240 is behind the glove box, is a frequent source of problems. you can bypass this relay with a jumper on the fuse panel, I believe its fuse 1-or-2-or-3 that you jumper over to fuse 11(? whichever is the rear tank fuel pump fuse), if you do this, both fuel pumps should come on immediately and stay on til you remove the jumper. you could then crank the car over and see if it starts, and if it does, then the problem /probably/ is that fuel pump relay. remove the jumper as soon as you've stopped the engine.

Does the engine sound any different when it turns over?
If yes, remove the oil filler cap on top of the valve cover and note the position of the things you can see inside. Or, have an assistant watch when the engine is turned over. Things should change as the engine is turned over. If this does not happen, most likely you have a broken timing belt.

get a jumper wire with an alligator clip on both sides. clip one end to fuse 6 (or 7 or 8 or 9 or 10, they are all wired the same) and clip the other end to fuse 4. you can use either side of the fuse contacts for this.... as soon as you touch that jumper wire to fuse 4 you should hear the soft hum of the fuel pump under the back seat running. now with that jumper still in place, try and start the car. if it starts, but doesn't run without that jumper, then your fuel pump relay, which as I said is behind the glovebox, is likely dead.
remove that jumper as soon as you're done with this test...

no i turn the key and it wants to start but won't.
Pierce i checked the fuel pump i can hear it going when i go to start and just to be sure i went and checked to see if the relay was clicking on, it was.
my guess is that i am not getting the spark. im gona check that via screwdriver as soon as i can get some one to turn the key for me while i hold the wire.
