Default Low brake pedal (sometimes)

My brake pedal was low ever since I got the car 6 months ago (a 1994 940GL). Had plans to change the rear pads so decided to wait to get it all done at one go. The rear pads are now changed, had the system bled and all is good, or so I thought.

I now experience low brake pedal again but only once in a while. Its like out of every 10-15 times I step on the brakes, one will require long travel before biting. I brought it back to the shop and they bled the system again and checks on the master cylinder and booster seem okay but the phenomenon is still there. The shop then simply said I needed a new master cylinder or booster.

I've heard many a story that after changing the cylinder and booster didn't help, the culprit was found to be just a hitch in the system that a 5 minute job could take care of. I'm trying to avoid this.

Are there some other things that can be checked to be sure before I go spending some hard earned cash on the cylinder and booster?

Thanks.
