Default mysterious hose barb

while looking around the bottom of the engine to replace my new o2 sensor, I came across a mysterious, brasshose barb. It is on the side of the engine with a the exhaust downpipe, and is about 3/8" maybe 5mm.

nobody knows what this is? its on the block below the exhaust manifold and downpipe.

It sounds like it's the drain **** for the engine coolant. Handy for attaching a hose and running the other end into a bucket.

yeah, but i see no way to activate the drain ****. I'm reading my chilton manual, and it talks of a road draft tube in the lower side of the crank case for eliminating emissions. They routed a tube from the crank case to the intake. I'm confused as if this is the PCV(flame guard) or something else. I also have a hose barb on my air filter box that i plugged up with a rubber cap. they might go together. Does anyone have a rubber hose going into the airbox just after the filter?
