Power steering is stiff to one side

Default Power steering is stiff to one side

What's up folks here's the details
1982 240 sedan
B19E
RHD Cam Steering rack
From my messing around parked in my driveway:
​​​Turning left: gives proper PS delivery in the turn but doesn't return to center
Turning right: resists the turn, snaps back to the center
Note that if i'm going from hard right to hard left i'm getting PS assist the whole way
If i'm going hard left to hard right i get resistance in the wheel.
I'm finding it hard to find new racks to begin with me being a RHD steering rack makes it even harder because most refurbished or junkyard racks are in the US.
I legally need to sort out the steering racks issue for the car to be road legal, and i'm not sure if they'll allow me to just disconnect the power steering either.
​​So with that in mind ideas for where to go from here would be much appreciated, my first bet is just flushing the system through with new fluid and see if i can dislodge anything that might be the problem.
If any of you grease wizards have a better trick to try out though i'm all ears if it means i can avoid killing my bank account harder than i already have

Side note- if anyone knows where i can actually get a RHD cam rack shipped to New Zealand if worst comes to worst i would very much so appreciate it
