Default Proud new owner of a non-starting '81 245

Hi everyone,
As you can see, I'm struggling to get my new car started. I purchased it a couple of weeks ago from a local guy (Montreal) for $2700 dollerettes (Canadian). It has 147,000km (91,000mi) on it, and the body is in decent shape considering the winters we have here.

I purchased it knowing that it wasn't starting, and had it towed to my driveway.
The PO thought it was a fuel issue, but now I'm not so sure.
The engine turns over, but I don't hear anything from the fuel pump(s). I tried shorting fuse 5 and 7, and when doing that the pump buzzes to life, but still it doesn't start. The PO told me that there is spark, but I haven't verified that yet, as I need a helper to perform that test. I did however pull the pugs to see if they were wet, indicating fuel delivery... and this is what I found.

The plug is definitely wet. It also included some kind of sludge. Thankfully it doesn't look metallic, but it's very strange nonetheless. The PO also told me that he put a treatment of Seafoam in the tank shortly before the no-start situation. How does that even get in there? Through the injectors?

What are you thoughts? What should I be looking for next?
