I don't know how it works in the US, but here race cars are built to CAMS (confederation of Australian motorsorts) safety and engineering specifications. A car specific logbook is issued by CAMS and all mods etc are noted and dated etc.
It's not cheap, but it saves lives.
Anyway, it is often great value to look around for an ex race car of the body style you want and modify it to the racing you want to do.
This way, the car has a proper logbook and safety specs, and you often save big money on fabricating roll bars, fuel systems, suspensions etc, plus save a lot on inspections.
Typically, even a very mild race car here will cost around $10k to build, but will sell for $1-2k.
I am sure the US would have similar sanctioning bodies and regulations.
One reason hillclimbs are so popular here is you don't need the car scrutineered by CAMS.

Regards, Andrew.

then it seems you will just need time and money and we will see a 242 rally car then?

Good luck.

That's all cool. I was just saying, keep an eye out for old rally cars, you might snag one cheap and rip all teh gear out of it, if nothing else. Saves a heap of fabrication time!

^ thats true. I don't know how it is around your parts, but here in the south you can buy old circle track cars after they're long in the tooth for basically scrap prices. Then use the cages and bracing, and all that from those. The cage for a 242 is pretty crazy. A good place to start looking for ideas if you are a confident builder is in the Group A Spec Sheet. I started to build mine by this before i decided to use it in the VIntage class starting in 2012.
