Should a new tensioner spin freely?

Default Should a new tensioner spin freely?
Should a new timing belt tensioner spin freely? It has smooth motion, but will only spin by force. Is that normal?

There will be slight resistance due to the grease in the bearings. There should be no lumpy spots when turning it though.
