Default Starting Ritual

I was curious, to start my 940 non turbo I need to turn the key to on, off and then on again before starting it. Otherwise its not going to turn on. What could be causing this?

If you just turn the key in the on position just once, and try to start it, will it just crank and crank, or will it not even try to start and just click?

It will crank but sounds like it's not getting gas. I am assuming I am priming the engine by turning the key a couple of times before starting it. The guy I got the car from said thats how he did it for years.

I think there's a check valve located on the main fuel pump that is supposed to prevent the fuel pressure from leaking down when the engine is shut off, which has probably failed. By cycling the key a time or two you are building the fuel pressure back up where it needs to be for instant starts.

Would this also be related to the hesitation issue I am having and low power?

Wouldn't think so. The check valve is just supposed to maintain fuel pressure for restarts; hesitation and low power are separate issues, involving the usual suspects..
