Default Thermometer question

Hello I am the proud owner of a 91 Volvo 240.

i got it a few months back, and I noticed very dirty coolant so I flushed the system and replaced the thermometer. I noticed that previous owner left thermometer open at all time. In fact it was cut open.

now I flushed the system reinstall the thermometer and it runs kind of hot at all time but never in the red. When it used to be much better with disgusting coolant and cut open thermometer. It was always in the low on the indicator.

so
my question is : is that okay is that normal? I am in the process of re bleeding the coolant system but coolant is steady and heater warm.

Get an infrared temp reader, make sure what the actual temperature really is!
The previous owner gutted the thermostat looking for the same issue... most likely.
Did you flush the old coolant well?
