Question Timing Belt Jumped - Cost?

After replacing the flywheel on my '93 Volvo 940 Turbo due to a broken bolt that messed it up, my mechanic informs me that the belt has jumped about 3 teeth. He said he did not check the timing previously as another mechanic (at another garage) said the timing and compression were good. He says the vehicle starts but idles rough.

Q1: How much does it cost to typically replace the belt on these vehicles - I assume with the tensioner, etc.

Q2: Shouldn't this mechanic have checked the timing himself? Apparently the other mechanic that said it was OK was full of it - or somehow the timing changed when the flywheel was installed? Does it even make a difference as the belt probably needs replacement at this point anyway - it's been at least 50k.

Opinions please!

I would replace it just cus I'm always worried about stuff like that. I think they cost under 30 bucks for the belt. I don't know how much a mechanic would charge for service. I wouldn't worry about the tensioner unless it's making noise.
