Timing belt tensioner spring

Timing belt tensioner spring
Alright, I'm racking my brain on this and it shouldn't be that hard.
The timing belt tensioner, is it possible that the spring itself needs replacing and if so where to get one.
I compressed it and put a drill bit in to hold it to get the timing belt on, but when I go to put the timing belt on it won't compress anymore and I can't slide the timing belt on the last little bit.
I have tried pulling the tensioner to the left to relieve more pressure but it won't budge. It looks like it could move a little more but it won't budge. I know I'm not as strong as I once was but yikes!!!
Any tricks on this one? I've searched everywhere and it just says to pull it to the left and slide the belt over. Not working on this one.

Yes I have a new tensioner that came with the kit from FCP, but it doesn't have the actual spring or the bolt that it goes over, they are reused.
All the teeth line up, I can get all three marks perfect but then I just can't get the belt over the tensioner and it won't budge. Was thinking the actual spring itself needs replacing, I was looking and couldn't find exact specs but I think it's 2 3/4 x 5/8, mine is 5/8 but the length is stretched out to 2 14/16
