Trouble shooting my headlights.

Trouble shooting my headlights.
Hello everyone,
1988 Volvo 740
Bosch made in Spain relay 0332015006
So this is what I have done so far.
I disconnected the neg. cable from battery and hooked up two wires with alligator clips to the headlight relay . It closed and I could hear it close. But while the alligator clips still connected, I touched the other prongs with my multi meter and didn't get a reading at all. I read that a reading of one and the sound of the closed circuit would equal a good relay. I got the sound but no reading at all on the meter.
Also, I checked all fuses and then disconnected neg cable and checked the continuity of the head lamps. I got a buzz sound with both sides.
So My verdict is a bad relay because I got a zero reading.
Would that be correct.
Thanks for any advice.
I LOVE my Volvo...

if you disconnect the battery ground terminal, how are you measuring voltages?
you hooked up these alligator clips to which relay terminals?
I only have the wiring diagram for 91+ but the headlights shouldn't be that different.
the battery positive terminal should be connected to pin 1(30) of the high beam step relay.

Hello Pierce.
Yes In my original post I wrote that I have only one head light and used to get both when high beams where on . Now in addition to the high beams being on I have to hold the lever in to get both lights on.
As far as checking my relays I disconnect the bat and hook up alligator clips to the battery and check the relays that register a .3 with my meter and the clips connected. '
I wrote all of this...
I dont have a short because my car starts right up.
So I am not messing with the wires. I have decided to hunt for a light switch and swap it out.
Would you know what Volvo's and year that would have the same switch as my 88 Volvo 740 .
Thanks.

if the headlight switch was bad, you would have no headlights, highbeam OR lowbeam as there's only one contact for all of them. that goes to the high/low relay, which is controlled by the dimmer stalk on the steering column, and from the relay it goes to the bulb-out detector, where left and right side split off.
you need a wiring diagram of this specific for your year/model car, then you need to trace the voltages around to see whats going on, I think I said this several posts ago.
the headlight switch for you car is Volvo PN 1362699, NLA (no longer available), and according to volvopartswebstore.com (a dealer's parts website), it fits...
