Default voltmeter is pulsing - turbo '84

i have a 1984 240 turbo - just a few days a go, my voltmeter started pulsing (16 volts down to to 14 volts, non stop), the headlights are also pulsing. engine speed doesn't have any impact on the voltmeter.

could this be the voltage regulator or alternator? should i be driving it around like this?

any advise, would be great - thanks!

Diode's are going , you are prob making a little ac power! You can try voltage reg but i dont think that will solve it, wont really hurt to drive , may leave you stranded.
