Default Volvo 240 1991 rheostat

i have been reading a lot of old forums and testing a lot of things and i have narrowed it down from the white wire from my rheostat to my understanding this controls ashtray light and seat belt light which is really just the reminder lights ? if lost on were these are and what they do and is there a way i can test to see if it really are those things causing my 16th fuse to blow

fuses blow when there is too much current on the circuit. this is generally caused by a short circuit, where a powered conductor is touching a ground.

the rheostat dims all the dashboard lights (not the indicator lamps, but all the illumination) as well as the lights in all the buttons and switches on the center console.

so the lights lighting up the pannles like the seat belt reminder light ac light all of those lights i should check for grounded wires

the seat belt light should not be on the dimmer, as thats an indicator
