They ground between the bulb and the housing.
Do you have power at the light assembly?

My right side fog light wasn't working.I opened the cap, and there was water pouring out. I got a new bulb from advanceautoparts and I replaced them, I wanted to check if they were working before putting all the wires in. It wasn't working so I was thinking "I guess something is wrong"
Butafter I clipped the bulb into the place and closed the cap, it was working fine.
