Default indicator lights work when OFF

I have a 1992 960 Wagon. The indicator lights work although the ignition is OFF and the key removed. A couple of weeks ago I heard a buzzing noise, which is now not present. The Hazard Flasher switch works OK. I presume there is some kind of short which is causing this. I pulled out the Hazard Flasher switch. I do not see any melted plastic in the switch nor in the connector. The Chilton Manual is of no help to me because the color coding of the wiring diagram does not tally with my car. There are 2 red wires from the connector. They are both hot. I dont know which wire comes from the #11 fuse. I checked the blue/green wire to see if it would be hot when the ignition is turned on, but it is not.
Could this be just a faulty Hazard Flasher switch? or is there some short circuit elsewhere.
Coincidentally my Bulb Failure light is illuminated and my Cruise Control does not work. My brake lights work and all my bulbs are working.
Any help would be appreciated.

I have seen this before but can't remember what was wrong.One thing to look at would be both fron turn signal bulbs.Some times the solder in the center of the bulbs melt and touch.Does just the front stay on or does the rear to?Also you can try to unplug the hazard switch and see if they go out.If they do then the switch is bad.
